Once you are using the libinput driver, you can specify options by creating or editing a file which should be called something like /etc/X11//nf. I do not know if both are installed by default, Ubuntu packaging is so messed up that it could well be the case. I suggest the libinput driver, so try to see if you have that installed (the package is called xserver-xorg-input-libinput) and if you do, remove the synaptics driver (called xserver-xorg-input-synaptics). Navigate to the Mouse Option, right click on it. Open the Control Panel, then go to System > Device Manager. There is even an option to disable the touchpad only if an external mouse is attached. On my Dell Latitude E6430s, the option is POST Behavior > Mouse/Touchpad. You should specify if you are using the libinput or the synaptic driver. The touchpad can often be disabled in BIOS.
